Why this petition matters

     We are writing to request that the President, Congress and the United Nations demand an investigation into the practices of law enforcement agencies in the United States and around the globe that ignore the pleas of victims of Domestic Abuse, Domestic Terrorism and Torture. We request that these political leaders would authorize prosecution of the agencies involved in this misconduct and the prompt cancellation of their Federal funding in the event that they are found guilty. The voices of people who suffer violence of Domestic Abuse, Torture and Domestic Terrorism have been minimized, ignored or silenced for far too long. These cries for assistance are frequently met with intimidation from law enforcement officials, social marginalization within the community, threats from the abusers, or suggestions of mental illness.     More than 150 female clergy and religious leaders launched a petition to end the silence on violence against women and girls four years ago and as of today, they have gathered more than 6,000 signatures. On May 2, 2013, Joe Biden, who was serving as vice president at the time, said that women are afraid of being  “raped by the system” and hence do not want to report abuse. This same applies to those who have been the victims of homegrown terrorism using Directed Energy and Space-Based Weapons, as described by staff members of the U S Embassy in Havana, Cuba. These assaults may be classified as War Crimes or as violations of Human Rights.

    The Nation was unsurprised to learn in June of 2022 that more than 90 gymnasts had sued the FBI for $1 billion over how the Larry Nassar case had been handled improperly. The investigation of Dr. Nassar, a former gymnastics' doctor who is accused of sexual assault by all 90 victims, is said to have been botched by these agents.  The Department of Justice's, Justice Programs released a 96-page report in 2009 on how judges, prosecutors, and law enforcement handled cases of Domestic Violence. In the publication, the question was asked, "To what extent is domestic violence reported to law enforcement and what percentage actually reaches the courts?" As with any crime, not all instances of domestic abuse are reported to law enforcement, not all incidences recorded to law enforcement are referred to prosecutors, and even fewer incidents of domestic violence are prosecuted, was the response. The director of a domestic violence shelter was quoted in the local newspaper in 2013 as saying, "Slack blames the criminal justice system in and around Columbia, from cops on the street and those who supervise them, up and through the district attorney’s office and ultimately to the courts."  This response was still relevant in this small town in Middle Tennessee. Therefore, whether among civilians or military personnel, the court system's response to the situation of women who are victims of sexual assault, sexual and domestic abuse stays unchanged from 2009 to 2022.   

    Evidence of physical, sexual and psychological harm as torture was reported by the Physician’s for Human Rights in their 2009 report entitled, Broken Laws-Broken Lives. These abuses,—ranging from physical and psychological assault, sexual harassment and sexual assault, including electronic rape are being used as weapons of war. Yet, approximately 75 percent of physical and electronic harassment victims experience retaliation when they speak up while an estimated 95 percent of reported incidents go uninvestigated and unpunished.

    In Michigan, Public Act 257 of 2003 makes it a felony for a person to “manufacture, deliver, possess, transport, place, use, or release” a “harmful electronic or electromagnetic device” for “an unlawful purpose.” This year, the State of Michigan passed H.B. 4430 to strengthen illegal surveillance through communication and data transfer. The State of Maine passed Public Law 264, H.P. 868 – L.D. 1271 which criminalizes the knowing, intentional, and/or reckless use of an electronic weapon on another person. An electronic weapon is defined as a portable device or weapon emitting an electrical current, impulse, beam, or wave with disabling effects on a human being. California cities of Berkeley and Richmond have passed resolutions adopting the Space Preservation Act which prohibits the deployment of space-based weapons against civilians and was first introduced to Congress in 2001 by former Ohio Rep. Dennis Kucinich. Law enforcement does not wish to uphold the law despite the fact that these resolutions are in place.  Mr. Kucinich reports that these weapon systems have the potential to cause injury, damage or destruction of a person or the biological life bodily health mental health or physical and economic well-being or even cause death. These technologies include as satellites, drones and hand-held weapons use radiation, electromagnetic, psychotronic, sonic, laser, or other energies. They can enable bodily harm, mood management, or mind control of persons or populations.

    In September, 2017, psychologists Bruce Jessen and James Mitchell settled a lawsuit out-of-court that involved physical, psychological and emotional abuse of military detainees. These Air Force psychologists were contracted by the government to develop a brutal interrogation program using the SERE (Survival, Escape, Resist and Evade) torture tactics. I can assure you that SERE torture is being used on citizens of these United States along with other military psychological operations as domestic abuse.  In the case of Ashcraft v. Tennessee (1944), the Supreme Court ruled that the State of Tennessee was responsible for allowing psychological abuse to occur to a person in its custody. Despite the fact that these two incidents occurred 73 years apart, both legal and illegal US government employees are still permitted to treat American individuals inhumanely and degradingly in their homes.

   We agree with #SilenceIsNotSpiritual that because it costs money to treat, recover from and restore victims of harassment or assault anyplace, we are all victimized. We are all slaves when human trafficking, domestic violence, domestic terrorism, or other forms of mistreatment are used to coerce people into service and slavery. We also turn into weapons whenever rape, whether physical or digital, turns women into a weapon of war anywhere. In 1963, the Rev. Dr. Martin Luther King stated, “Injustice anywhere is a threat to justice everywhere. We are caught in an inescapable network of mutuality tied in a single garment of destiny. Whatever effects one directly affects all indirectly.”

     Never has there been a more pivotal period world history. We acknowledge and appreciate the members of Congress and the other International organizations who stand with and support victims of assault, abuse and torture as citizens of the United States and around the world. We appreciate their courage and because they refuse to just stand on the sidelines and say nothing, we also choose to rise up and speak out. We will not allow our suffering to cause us to retreat and pretend that nothing is wrong. While victims around the world are speaking out without fear, many others are still being intimidated by law enforcement and the communities where they live.

     This moment in history is ours to seize and to save humanity. We the petition's signatories, have remained silent for too long. Together, we have made the decision to stand up and speak out in defense of ourselves and all victims of Domestic Violence, Abuse, Domestic Terrorism and Torture around world.

     No institution has a greater capacity to establish safe havens for the healing and restoration for survivors than our President, Congressional leaders and United Nations committees.  Please demand inquiries into the methods used by law enforcement agencies that sanction the criminal activity of Domestic Abuse, Domestic Terrorism and Torture while ignoring the pleas of the victims, and authorize the prosecution and immediate forfeiture of their Federal funding when proven guilty. Despite the fact that our safety and protection are guaranteed by the United States Constitution, federal and state laws, and international treaties, we are nonetheless denied our legal rights.
