私たち吉田寮自治会は、京都大学総長の山極寿一氏、副学長の川添信介氏に以下のことを求めます。

1)2017年12月19日に示された「基本方針」を撤回すること

2)寮自治会との確約(歴代の副学長と取り交わしてきた文面化した約束)を引き継ぎ、公開の場での話し合いに応じること

3)吉田寮現棟の老朽化対策については、寮自治会との話し合いの上で決定すること

 

吉田寮の現在

吉田寮は、築100年以上の現棟と2015年に建てられた新棟からなる京都大学の学生寮です。

現在250人以上の寮生が住み、自治寮として寮運営を学生たち自身で行ってきました。

大学とは、これまで担当者と公開の場で話し合い、吉田寮に関する約束を交わしてきました。

ところが、2015年に担当となった川添信介副学長は、公開の場での話し合いは行わない・少数の寮生代表としか会わないと発言し、これまでの方法や約束を一方的に無視したため、話し合いを持てずにいました。

 

大学当局の突然の決定

そして去る2017年12月19日、なんの事前通知もないまま、大学から京都大学公式サイト上で『吉田寮生の安全確保についての基本方針』が公表されたのです。そこでは、

(1)2018年1月以降の新規入寮は認めない

(2)9月末までにすべての学生は退去しなければならない

とされ、さらに寮生個人宛に、その一方的に定めた退去期限を過ぎても居住し続けた場合「不法占有」にあたると通知してきました。

 

「基本方針」の問題点

 この通知は、これまでの大学と吉田寮自治会の話し合いの積み重ねを無視しています。「基本方針」は現棟の老朽化を理由にしていますが、もともと優れた資材と技術を用いて建てられた現棟は、適切に補修することによって安全を確保することができるとされています。寮生側も、これまで何度も大規模補修を大学に提案し、具体案を示してきました。ところが、大学はそれに対し消極的姿勢を示し続けてきたのです。こうしたことから「基本方針」の目的は寮生の安全確保ではなく、住民が退去して空っぽになった吉田寮を取り壊したり、一方的に建て替えると同時に大学の管理を強めたりすることではないかと危惧しています。

 また9月以降、大学は代替宿舎を用意すると言っていますが、全ての寮生が移れるわけではなく、学生を「正規生」と「非正規生」に分け、「正規生」のみが代替宿舎に移れるとしています。さらに代替宿舎で必要となる費用は現在の寮費より高額です。そのため代替宿舎に移れなかったり、移っても負担が増えたりして、生活が困窮し学業が続けられなくなる学生が生じることは明らかです。

 

最後に

このままでは、経済的に困難を抱えている学生のセーフティネットとしての吉田寮も、多彩な活動が行われ文化の創造の場となってきた吉田寮も、すべて失われてしまいます。現在の吉田寮の価値を残しながら、現棟の老朽化を解決することは絶対にできるはずだと、私たちは考えています。

一方的な追い出しや取り壊しではなく、あくまでも話し合いを通して解決策を探してほしい、それが私たちの考えです。

Yoshida-Ryo students’ committee (YSC) demands that the president of Kyoto University, Yamagiwa Juichi and the vice-president Kawazoe Shinsuke adhere to the following three demands.

1. Withdraw the ‘Basic Policy to Ensure the Safety of Yoshida-Ryo Resident Students’, which was announced on 19 December 2017.
2. Continue the promise to the Yoshida Students Committee (a written agreement maintained by successive vice-presidents, which prescribes the university to have a dialogue with residents before it makes a decision on the dormitory) and consent to an open meeting with students.
3. Make a decision in regards to repairs to the old Yoshida dormitory building in consultation with the Yoshida Students’ Committee.

Current situation of Yoshida-Ryo
Yoshida-Ryo is a student dormitory which consists of Gen-to (old building), which is over 100 years old, and the Shin-to (new building), which was built in 2015. There are more than 250 people living in Yoshida-Ryo and we are self-governed (we manage all of the affairs of the dormitory ourselves). In the past, we have participated in a steady dialogue with Kyoto University about the running of the dormitory. However, when vice president Kawazoe Shinsuke was appointed in 2015, he chose to discontinue these discussions between the university and Yoshida dormitory students and refused to meet with our student representatives.

Sudden decision by the university
On 19 December 2017, the university published the ‘Basic Policy to Ensure the Safety of Yoshida-Ryo Resident Students’ on its official website. We were not notified in any way about the university’s plans to create this policy. The ‘Basic Policy’ states that the Gen-to (old building) of Yoshida Dormitory is structurally unsound and it is therefore unsafe for students to continue living there because of the risk of an earthquake. For this reason, the policy states that Yoshida Dormitory is not allowed to accept new residents after January 2018 and that all residents must leave the dormitory by the end of September 2018. In addition to this, the university also sent an e-mail to all of the dormitory residents which said that they would be breaking the law if they remained in the dorm after September.

Issues with the ‘Basic Policy’
The ‘Basic Policy’ was announced without any discussion between the university and the Yoshida Students’ Committee. The university management claims that the old building is at risk of collapse. However, a number of architects who have visited the dorm and assessed the building believe that it would be possible to make the dorm earthquake-proof if adequate repairs were undertaken. On a number of occasions Yoshida-Ryo residents have approached the university with concrete proposals for repairs to the dorm. However, the university has refused to take action.
We feel that the university is not truly worried about our safety and is simply using the structural issues with the old building as an excuse to demolish our dormitory. We believe that the university management is threatened by our system of self-governance and wants to construct a new dormitory which they can control more easily.
In its ‘Basic Policy’, the university promises to provide Yoshida-Ryo residents with alternate accommodation after September 2018. However, only full-time students are entitled to this accommodation and a large proportion of our residents are part-time students. Furthermore, whilst the rent at Yoshida-Ryo is only 2500 yen per month, the alternate accommodation proposed by the university is more expensive. It is therefore likely that many of our residents will struggle to afford the higher rent and some may be forced to quit their studies.

Conclusion
Yoshida-Ryo acts as a safety net for students with financial difficulties. Furthermore, it is a cultural institution where a huge range of activities have taken place for over 100 years. If the university enforces the ‘Basic Policy’, we Yoshida-Ryo residents will lose both our homes and our culture. We firmly believe that it is possible to make repairs to the dorm to protect it from earthquakes and that demolition is not the only answer. We request that the university seek a solution to this issue through dialogue with us, rather than through a forced eviction and demolition.
