In late May 2017, graduate students were informally notified that the administration of the American University of Beirut had abruptly eliminated the Graduate Assistantship (GA) and Graduate Research Assistantship (GRA) monthly stipends for current and incoming students. As graduate students affected by this decision, we write this letter to share its impact, call for reinstatement of GA stipends, and advocate for broad reform to AUB’s GA policies, compensation practices, and student aid.

في اواخر شهر ايار عام ٢٠١٧ قد تم إبلاغ طلاب الدراسات العليا - ومن دون خبر مسبق أو تبرير - بأن إدارة الجامعة قامت بإلغاء الراتب الشهري للمعيدين الحاليين والقادمين. نتقدم بهذه الرسالة لنبين عبء قرار من هذه الأهمية على اوضاعنا المادية كطلاب الدراسات العليا. نطالب بإعادة الرواتب وإصلاح سياسات إعانة الطلاب

The AUB administration revoked the stipends without consultation with graduate students, and never uniformly notified GAs and GRAs. The announcement was shared a few days before the semester ended, when students and faculty were distracted by finals, summer jobs, and travel. Instead of an official notification from the administration, department chairs had to share the decision with GAs and GRAs. Some departments still have not formally notified students. Graduate students – and the faculty and staff we work for – are an integral part of this university. Failing to include us in these decisions hurts our finances, ability to pursue our academic goals, and contributions to the university community

.قامت إدارة الجامعة الأميركية بإلغاء رواتب المعيدين من دون استشارتنا أو حتى ابلاغنا. لقد أعلن القرار بضعة أيام قبل إنتهاء الفصل الدراسي وعند تشتيت إنتباه الطلاب والمدرسين بالأعمال الصيفية والسفر وإمتحانات نهاية الفصل. لقد تم نقل الخبر من رؤساء الأقسام إلى طلابهم بدلاً من إطلاق إعلان رسمي من قبل الادارة. لم يتم تبليغ طلاب بعض الأقسام حتى اليوم. إن طلاب الدراسات العليا، بالإضافة إلى مدريسيهم، هم جزء لا يتجزأ من كيان الجامعة. عدم استشارتنا في القرارات التي تؤثر علينا مادياً، معنوياً، وأكاديمياً، هو أمرٌ نرفضه.

Stipends should ensure that GAs and GRAs can focus on our studies without undue financial stress, by covering the basic costs of education. As of last year, GA stipends were 200,000 LL ($133) per month for students taking a standard 9 credits per semester. GAs essentially pay back most of our stipends to the university for the per-semester technology fees (275,000 LL / $183), per-semester Health Insurance Plan (257,000 LL / $171) and annual social activities fee (50,000 LL / $33). The stipend is not enough to cover even basic academic costs of university fees, books and supplies, or technology, much less to support living expenses. We depend on this stipend for our monthly budgets, and still struggle.

هو حق من حقوقنا كطلاب أن تغطي رواتبنا الشهرية أقلية تكاليف الدراسة. منذ السنة الماضية، إن الراتب الشهري للمعيد المسجل تسعة ساعات/فصل هو ٢٠٠٬٠٠٠ ل.ل.. و يضحي المعيد بهذا المبلغ عبر رسوم الجامعة التكنولوجية (٢٧٥,٠٠٠ ل.ل.)، ورسوم التأمين الصحي (٢٥٧,٠٠٠ ل.ل.)، ورسوم الأنشطة الاجتماعية السنوية (٥٠,٠٠٠ ل.ل.). إن راتب المعيد لا يغطي تكاليف الكتب واللوازم وتكاليف العيش الأساسية. تعتمد( وبصعوبة) طلاب الدراسات العليا على رواتبهم للحفاظ على ميزانياتهم الشهرية

The administration’s elimination of the stipend without reconsidering other clauses in our contracts has made us more susceptible to financial duress. GAs and GRAs sign contracts that are subject to change every semester, to our detriment and vulnerability. Those of us in Lebanon on student visas are not allowed to work outside AUB, as per Lebanese law. Those of us who can legally work are not allowed to do so, because GA and GRA policies prohibit full-time GA and GRA students from working outside the university. Thus, we are left with no stipend and no viable means of supporting ourselves financially.

إن قرار الجامعة بإلغاء رواتبنا الشهرية وتجاهل عقودنا قد زعزعت استقرارنا المادي، وهذا بالإضافة إلى زعزعة استقرارنا المعنوي أثناء توقيع عقد جديد في بداية كل فصل جامعي. إن الطلاب الأجنبية غير قادرة على العمل ضمن القانون خارج الجامعة، والطلاب القادرة على العمل قانونياً محصورة بعقودهم كمعيدين ذات الدوام الكامل التي تمنعهم من العمل خارج الجامعة. فمن دون راتب، كيف يتمكن الطالب من الحفاظ على استقرارهم المادي؟

The GA and GRA policy needs reform, as do AUB’s overall policies and practices around student aid and compensation.

We start with the following demands:

نطالب بإصلاح سياسات المعيدين بالإضافة إلى سياسات إعانة الطلاب، ونبدأ بالمطالب التالية

1. Immediate reinstatement of all GA stipends and an increase in the stipend amount to $1500/semester, to cover all the basic fees for AUB’s graduate education. The GA tuition waiver and stipend should cover the basic costs of the education, so that we can focus on our studies without undue financial stress.

The $1500 stipend amount would cover:

• AUB’s per-semester technology fee: 275,000 LL or $183
• Social activity fee: 50,000 LL or $33
• Health Insurance Plan: 257,000 LL or $171
• Books and supplies: $750 (AUB estimate)
• NSSF fee: $134 (AUB estimate)
• Or residency permit and visa costs: $330 (AUB estimate). 
• For some students, the actual amount will be greater than $1500, depending on their residency status. 

١- إعادة رواتب المعيدين الشهرية وجعل الراتب بقيمة ١٥٠٠$  ليغطي:

This amount does not include costs for housing (AUB dorms are a minimum of $1407 a semester but range much higher; rent for a furnished room in an apartment ranges from $300-500 without utilities), food (AUB estimates at $2000 per semester), and living costs (AUB estimates at $2000 per semester).

ويجدر بالإنتباه على أن المبلغ المقترح لا يشمل مصاريف السكن (تتراوح تكاليف السكن الجامعي بين ال ١٤٠٧$ و ما فوق، كما أن اجارات الغرف المفروشة في شقق خارج الجامعة تتراوح بين ال ٣٠٠$-٥٠٠$ من غير المرافق)، ولا الأكل (٢٠٠٠$/فصل)، ولا تكاليف العيش (٢٠٠٠$/فصل).

2. The ability to work outside of Graduate Assistantships for full- and part-time students, in order to cover basic living costs, regardless of our number of credit hours at AUB. For Lebanese students or foreigners with the ability to legally work in Lebanon, this includes work opportunities beyond GA duties, both within AUB (such as Research Assistantships, which are subject to Lebanese labor law, and staff positions) and outside of the university. For international students, this includes opportunities to work within AUB, at the university’s discretion (such as the Work Study Program).

٢ - قدرة الطلاب ذوي الدوام الكامل على العمل خارج الجامعة لتغطية تكاليف العيش الأساسية، وهذا بغض النظر عن ساعاتهم الجامعية. وهذا القرار يتطبق على الطلاب اللبنانية والأجنبية القادرة على العمل ضمن القانون في لبنان - وهذا يشمل الوظائف ضمن الجامعة (مساعدي الابحث أو موظفين) وخارج الجامعة. وعلى الجامعة حماية حق الطلاب الأجنبية على العمل ضمن الجامعة

3. The standardization of GA policies and contracts across faculties and departments, to protect graduate students from arbitrary or unexpected changes in department policy and budgets. Most graduate students with GAs attend AUB with the understanding that our GAs will cover the full cost of our degrees if we abide by the policies and continue to meet the necessary academic requirements. Budget changes, semester-long contracts, and other systemic gaps in standardization mean that GAs are vulnerable semester to semester. If awarded a GA, we should have the security of knowing it will cover our full degrees, provided we complete the degree in a timely fashion and meet the necessary academic requirements. Furthermore, GA and GRA labor should be standardized; many GAs and GRAs are used for clerical work, which is explicitly forbidden by the AUB GA and GRA policy.

٣ - تثبيت سياسات المعيدين وعقودهم في جميع الأقسام لحماية الطلاب من القرارات العشوائية والمفاجئة. تسجل معظم طلاب الدراسات العليا في الجامعة الامركية بأمل أن وظائفهم كمعيدين قادرة على تغطية تكاليفهم الأساسية. الأمد القصير لعقود المعيدين بالإضافة إلى ضلالات تنظيمية تضع الطلاب في حالة ضعف. وتتبين أهمية تثبيت سياسات المعيدين عند استغلال الطلاب للعمل الاكليركي، وهذا أمر ضد سياسة المعيد

4. AUB administration coordination with graduate students and our representatives, in order to develop a comprehensive policy that ensures graduate students are able to finish degrees without incurring debt or severe financial stress and can continue to support ourselves, our families, and our careers. Decisions affecting GA policy should be taken in consultation with the graduate student body, as well as the Graduate Students Society, student representatives in the SRC and USFC, and Graduate Council.

٤ - تنسيق كامل بين الادارة والطلاب وممثليهم للتأكيد على حماية وضع الطلاب المادي وقدرتهم على التخرج من دون دين أو عبء مادي. يجب إستشارة الطلاب في قرارات تعنيهم وتعني وظائفهم وقدرتهم على دعم أسرهم ومستقبلهم. يجب إستشارة طلاب الدراسات العليا وجمعيتهم وممثليهم في أمور تعني سياسة المعيد.
