【メルバンさん面会＆入管への署名提出を行う抗議スタンディングのお知らせ】

以下の日程で、現時点であつまった分の署名を入管に渡して、メルバンさんの即時解放と処遇改善を求める抗議スタンディングを行います。

日時：２０１８年３月２２日（木曜日）

　①14:30~15:30メルバンさんと面会（要身分証、混雑状況により人数制限、時間の前後あり。面会を希望される方は13:30までに入管前に集合してください。14時までに面会受付を済ませるためです。）

　②15:30　署名提出

　③18:00~19:00　入管前での抗議スタンディング

急な呼びかけとなり誠に恐縮ですが、ご署名いただいた方の多くに集まっていただき、メルバンさんを激励し、そして入管当局にメルバンさんの即時解放と処遇改善を働きかけたいと思います。

面会と署名提出については人数を制限される可能性が高いため、また、平日の開催ということもありますので、③の抗議スタンディングからのご参加も大歓迎です。

なお、こちらの署名のことは支援者の方を通じてメルバンさんにもお伝えいただいており、メルバンさんご本人も、こんなにも多くの人が関心を持ってくださっていることについて喜んでくれているとのことです。

１．メルバンさんを今すぐに解放しろ

メルバン・ドゥールスンさんは６歳の頃からずっと日本で暮らしてきた２２歳の女性です。メルバンさんはの両親はトルコで弾圧されていた少数民族のクルド人でした。

メルバンさんはその両親に連れられて６歳の頃に来日しました。メルバンさんの両親は難民認定の申請をしましたが認定されませんでした。メルバンさんはそれ以来仮放免という扱いで日本に適法に滞在し続けて、現在まで日本で暮らしてきました。メルバンさんは昨年(2017年）、適法な在留資格を有する外国人男性と日本で結婚し、幸せに暮らしていました。

メルバンさんは今まで何らの犯罪に関わったこともなく、また、仮放免として日本に適法に滞在するための手続も全て入管の指示に従って履践してきました。

ところが、入管当局は昨年（2017年）11月に、突如としてメルバンさんを拘束し、入国管理局の収容施設に強制収容したのです。

入管当局のこのような対応には合理性がなく、強制収容は違法です。したがって、法務省入国管理局及び東京入国管理局はメルバンさんを直ちに解放すべきです。

 

２．メルバンさんに対する非道な取り扱いを今すぐにやめろ

東京入国管理局の職員は以下のような非人道的、非道な取り扱いをしています。

• パニック障害の持病を有するメルバンさんに薬の持ち込みを禁止しています。そのためメルバンさんはパニック障害に適切に対処することができず発作を度々起こしています。
• パニック障害の発作を起こして吐血、痙攣を起こしているメルバンさんを独房に押し込め、助けを求めても放置しています。
• メルバンさんの解放と待遇改善を求める人が入管にFAXや電話で要請を行っていることに対して、「あなたの解放を求めるFAXや電話をやめさせなさい。さもなければ、家族や友人との面会も出来なくするし、自由時間に共同スペースに行くことできず、ずっと独房にいることになりますよ」と脅迫しています。これによりメルバンさんのパニック障害が悪化しています。

収容者に対するこのような非人道的取り扱いは日本が批准する国際条約及び国内法に違反するものです。直ちにメルバンさんを非人間的に、非道かつ残酷に取り扱うことをやめるよう求めます。

３．最後に

メルバンさんを苦しめている入管当局及び職員の残酷な対応は、私達日本国民の大部分の無視、無関心、あるいは、あきらめによってここまで支えられてきたのではないでしょうか。

これは入管行政の問題ではない。それを見過ごして許してきた「わたしたち」の問題です。しかし、私達はこれ以上黙って見過ごすことはしません。立ち上がりましょう。声をあげましょう。メルバンさんを救いましょう。

【#FREE MEHRIBAN】Demand the Immigration Bureau of Japan to stop inhumane treatment of Mehriban Dursun

1. Free Mehriban Dursun Right Now

Mehriban Dursun is a 22 year-old woman who has lived in Japan continuously since she was 6 years old. Her parents are Kurdish, an ethnic minority group persecuted in Turkey.

Mehriban came to Japan with them when she was 6. Her parents’ applications for refugee status were summarily denied by the Japanese government. Since then, however, Mehriban has lived in Japan legally on a provisional release status. Last year, she has married her husband who is also from another country. He lives in Japan legally as well.

Mehriban has never been involved in any kind of crime. Moreover, she has meticulously followed all the procedures for maintaining her legal status in Japan according to the instructions of the Immigration Bureau.

Despite all this, the Immigration Bureau of Japan suddenly apprehended her in November 2017. They have forcibly detained her in the notorious detention center.

The detention of Mehriban is illegal and lacks rationality. The Immigration Bureau of the Ministry of Justice and its Tokyo regional branch must immediately free Mehriban Dursun.

2. Stop Inhumane Treatment of Mehriban Dursun Right Now

The Tokyo Regional Immigration Bureau has been subjecting Mehriban to a severe maltreatment in the dehumanizing condition of the detention center.

They have prohibited Mehriban to bring in her medications for her panic attacks. Consequently, Mehriban has suffered multiple panic attacks helplessly.

While she has convulsions and vomits blood, the Immigration Bureau keeps her in a solitary confinement and refuses to respond to her plea for a medical help.

While many people including her family have been requesting a humane treatment and the release of Mehriban, the Immigration Bureau staffs have threatened her by saying “we will no longer permit your meetings with the family and friends, and we will lock you in the solitary cell indefinitely without a chance to visit a common space in the detention center, unless you tell them to stop requesting things for you.” The threats have aggravated her panic disorder.

Such inhumane treatments of a detainee constitute a clear violation of the domestic laws of Japan and the international treaties Japan has ratified. We demand that the Immigration Bureau immediately stop this inhumanity and cruelty.

3. This is our problem.

The majority of Japanese people including ourselves have long neglected this problem. We did not pay enough attention, and assumed there is nothing we could do about it. We have allowed the Immigration Bureau and its staffs to inflict cruelty upon Mehriban Dursun.

So this is not just the problem of the Immigration Bureau. This is our problem, because we have allowed this to go on until now. But we will no longer remain silent. Let us stand up. Let up raise our voice. Let us save Mehriban Dursun.
