Why this petition matters

Richmond Council is proposing a CPZ in Strawberry Hill (purple on the map) with an option for other roads (in green) to join.

In the midst of this is St James' RC Primary School. Responsible for the education of over 700 children, including the George Tancred Centre for children with disabilities.

As a faith School, it does not operate within a small catchment area typical of many other Schools in the Borough. Children live in the parishes of St Margaret's (East Twickenham), St Theodore's (Hampton), St Francis de Sales (Hampton Hill), St James (Twickenham) and beyond. Many of these parents have to travel longer distances and rely more heavily on cars to get their children to School. 

We are concerned that the introduction of any CPZ might have an adverse effect both on current families in the parishes further away from the School and also on the future uptake of places from these parishes, jeopardising the Catholic character of the School. 

Parking is needed throughout the day for Nursery school pick up, attendance at assemblies, mass, sports competitions, school performances and fundraisers as well as for parent volunteers, who provide a critical support in today’s world of educational budget cuts.

As a primary school, most children need to be accompanied to the classroom door. St James’ is also an unusually large site with areas of no through access and staggered start and finish times, making it a longer process to drop off and collect children.

Residents inside the proposed CPZ area are being asked to vote on the following choice of operational hours:- 

o  10am-noon (Monday to Friday/Saturday)

o  10am-2pm (Monday to Friday/Saturday)

o  10am-4.30pm (Monday to Friday/Saturday)

o  8.30am-6.30pm (Monday to Friday/Saturday)

Two of these options would see the CPZ operate over the critical school drop off and pick up times and all of these options would affect the collection of school Nursery children.

A CPZ in Strawberry Hill should not prevent or deter families from attending St James' Catholic Primary School. Although we do not have a vote in the consultation we ask the Council to take account of the wider school community:-

  • First and foremost by restricting the hours of any CPZ in the area to 10am-noon so that it does not affect parents' ability to drop and collect their children and minimises the disruption to the day-to-day functioning of the School.
  • Secondly, to allow adequate provision for the collection of Nursery school children at the School site at 11.45am.
  • Thirdly, to provide a significant number of spaces, allowing parking at any time throughout the day, to support the life of the School community.
