かつて「慰安婦」とされた女性の方々の記憶をもとに、世界中の性暴力や性的人身売買の根絶のために建立された「慰安婦：力の柱」という名の記念碑を、アメリカ・サンフランシスコ市議会が全会一致で寄贈を受け入れることを決め、エドウィン・M・リー サンフランシスコ市長も「地域に対して応えていくことが責務」として受け入れたことに対し、大阪市の吉村洋文市長は「サンフランシスコ市との姉妹都市提携を解消する」という方針を示しました。

それを受け私たち市民有志は、吉村市長の方針撤回を求めるため、以下の抗議活動を行ってきました。
①吉村大阪市長への抗議文提出
②大阪市議会各会派に、市長へ方針撤回を働きかけるよう要請
③街頭宣伝(スピーチ、リーフレット配布など)

その後行われた12月12日の大阪市議会本会議では、「姉妹都市の解消の撤回を求める決議案」や「姉妹都市の継続を求める決議案」などが提出されましたが、いずれも否決されました。

しかし、「姉妹都市解消の撤回を求める決議案」と「姉妹都市の継続を求める決議案」を支持した議員は、合計で過半数を上まわっており、大阪市議会はこれまで通りの「姉妹都市提携を望む」議員が多数でした。
この直後、サンフランシスコ市長が急な病により、ご逝去されたという報道もありました。
それにも拘わらず、大阪市は翌13日の幹部会議で「姉妹都市提携解消」を拙速に正式決定しました。
2018年6月以降に就任する新たなサンフランシスコ市長に「姉妹都市提携解消」の通知がなされることをもって、先人たちが築き上げ60年間続けてきた大阪市民並びにサンフランシスコ市民との間で育まれた幅広い分野での交流と親善関係が閉ざされようとしています。

私たちは大阪市 吉村市長に対し、「姉妹都市提携解消決定の撤回」と「姉妹都市継続」を求め、キャンペーンを行います。ご賛同のほど、よろしくお願い致します。

サンフランシスコ市との姉妹都市解消に対して撤回を求める要請書

私たちは、吉村市長によるサンフランシスコ市との姉妹都市解消宣言に衝撃を受け、何としてでもその方針を撤回してほしいと願っている市民有志です。サンフランシスコ市との関係解消手続きを今すぐ中止し、今後も同市との姉妹都市関係を継続していくよう要請します。

これまでの吉村市長の表明された意見やサンフランシスコ市との公開書簡の内容を見ても、今回のいわゆる「慰安婦」像設置をめぐって、同市との姉妹都市を解消しなければならない理由が明らかでなく、私たちには全く理解ができません。例えば、２０１７年９月２９日付サンフランシスコ市長宛公開書簡には「歴史研究者の間でも議論が分かれる慰安婦の数、旧日本軍の関与の度合い、被害の規模について、不確かで一方的な主張をあたかも歴史的事実として刻まれた碑文は、歴史の直視ではなく単なる日本批判につながるものではないかと大いに懸念」し、「このような動きが現地コミュニティーに分断を持ち込み、姉妹都市交流にネガティブな影響を及ぼす可能性があるのではと大いに心配している」と書かれていますが、そこから何故「姉妹都市関係を根本から見直さざるを得ない」という結論に至るのか、その理由と論理関係が示されていないのです。

サンフランシスコ市は第二次世界大戦以前から日本人・日系人の住民も多く、アメリカ合衆国の中でも特に日本との関係が深い街です。大阪市が初めて姉妹都市関係を結んだ都市でもあり、その関係は昭和３２年にまで遡ります。大阪市ではこれまで、同市も含め世界中の姉妹都市と「姉妹都市提携を核に、市民や企業、各種団体など多様な主体が経済・技術・学術・文化・スポーツなど幅広い分野で交流推進に努めて」きました（大阪市ホームページより抜粋）。大阪市民が６０年間にも渡って地道に積み上げてきた交流関係は、市議会や市民に諮ることもなく、市長の一存で断ち切ってよいものではありません。

よりによって姉妹都市提携６０周年を迎える記念すべき年に、このようなやり方でサンフランシスコ市との姉妹都市関係を解消することこそ、市同士のみならず市民や企業間の「交流、果ては日米関係にも悪影響を及ぼす」ものです。同市と「未来志向でのさらに強固な関係を築きたいと願う」のであれば、なおさら姉妹都市関係を継続するべきです。姉妹都市解消という後ろ向きの方針を直ちに撤回し、大阪市長が大阪市民の代表として、先人たちの築き上げてきた財産を正しく継承し、今後も引き続き両市交流のリーダーシップをとっていかれることを求めて、強く要請するものです。

We, voluntary citizens, were greatly shocked by Osaka Mayor Hirofumi Yoshimura’s decision to end the sister-city relationship with San Francisco. We strongly urge Mayor Yoshimura to withdraw the decision and maintain Osaka-San Francisco sister city relationship.

We cannot find any convincing reasons for Osaka to dissolve sister-city relationship with San Francisco over so called ‘comfort women’ memorial statue by reading Mayor Yoshimura’s statements and the open letters to San Francisco. For instance, in the open letter from Mayor Yoshimura to the mayor of San Francisco, Edward M. Lee in September 29th of 2017, Mayor Yoshimura wrote that “there is disagreement among historians regarding historical facts such as the number of ‘comfort women’, the degree to which the former Japanese Army was involved, and the extent of the wartime harm. I (Mayor Yoshimura) am gravely concerned that by regarding uncertain and one-sided claims as historical facts and inscribing them onto the plaque would not be squarely facing the past, but rather a criticism of Japan”, and “I am deeply worried that an action of this kind will not only lead to a disruption in the communities of your city, but it could also negatively affect the sister city exchanges as well”. However, there is no logical explanation for his conclusion that “the City of Osaka must then rethink the sister city relationship”.

There have been many Japanese nationals or Japanese-Americans living in San Francisco since before World War Ⅱ, which means that the city has notably close tie with Japan. Besides, San Francisco was the first sister-city for Osaka, and the relationship has been kept since 1957. In Osaka, “citizens, companies and various organizations have been promoting Osaka City’s relationship with its sister cities in wide ranging areas, such as business, technology, academia, culture and sports based on the sister-city relationship (city of Osaka HP)”. Without the decision of city council or the will of the citizens, Mayor Yoshimura should not be authorized to cut the relationship which citizens of Osaka and San Francisco have developed over 60 years.

 

This year marks the 60th Anniversary of Osaka and San Francisco’s sister-city relationship. To cut ties with San Francisco in such a commemorative year will “negatively affect the exchange” between our citizens or companies, not only the relationship “between our cities and ultimately between our countries”. Osaka should maintain the relationship with San Francisco if Mayor Yoshimura truly hope that “build an ever stronger and future-oriented relationship” with the city. Thus, we strongly urge Mayor Yoshimura to withdraw his decision to cut ties with San Francisco. We hope the mayor of Osaka demonstrates his leadership, as a representative of the citizens, to inherit the precious relationship that the citizens of the both cities have developed and keep promoting better relationship.
